Vintage Cable Splicer Mechanics Engineering Co. Jackson Michigan USA w/ wood box
I think it is a cable splicer but will let you be the judge
Box nice dove tailed box original .  leather strap is broken, box missing a latch, has normal scratches, scuff marks from use, little rust on hinges and top bracket.  need some additional cleaning /polishing
TOOL;  nice shape does work , has just a little bit of surface rust on mounting bracket.
box measures approx 11 1/2 length x 4 3/4 inches width  x 6 inches tall
